Proposal GTS for tariffs 2019 gas transmission system
Gasunie Transport Services (GTS) submitted a proposal for the tariffs that it wants to charge in 2019 to the Authority for Consumers and Markets (ACM). The ACM judges this proposal and expects to set the tariffs in May 2018.
The timing of the yearly tariff decision for GTS differs from previous years. On the basis of the European network code on tariff structures (NC-TAR) the tariffs must be published no later than one month before the start of the auction of yearly capacity. This yearly auction starts this year on 2 July 2018. For this reason GTS sent their tariff proposal earlier to the ACM.
The ACM publishes the tariff proposal on its website. GTS submitted an English version of the accompanying letter, which is published hereby. The calculation model and more detailed explanations are published only in Dutch.
Confidential information is removed from this publication. Interested parties can send in their reaction to the tariff proposal until 28 March 2018. Interested parties are for instance sector organizations and consumer organizations.
What stands out in the proposal?
The proposed tariffs rise 2% on average compared to the tariffs of 2018. The allowed revenue is lower in 2018 as a result of the x-factor decision. However, the proposal contains less corrections with a downward effect on the tariffs compared to 2018. Also, GTS expects to sell less transport capacity than in 2019.
What does GTS do?
GTS is the owner and operator of the gas transmission system in the Netherlands. GTS is responsible for the operation, maintenance, and development of this network. For these and other legal tasks GTS may charge costs. These costs will be passed on to consumers and businesses.
