ACM issues recommendations about access to postal delivery network at request of Ministry of Economic Affairs

The Netherlands Authority for Consumers and Markets (ACM) today issued its recommendations regarding access of other postal operators to the postal delivery network of a merged PostNL and Sandd. ACM issued these recommendations at the request of Mona Keijzer, State Secretary for Economic Affairs and Climate Policy.

Ms. Keijzer made this request as part of PostNL’s license application regarding the acquisition of Sandd. The Dutch Ministry of Economic Affairs and Climate Policy (EZK) granted this license on the basis of reasons of general interest. ACM’s recommendations have been included in EZK’s decision.

EZK’s request

EZK asked ACM for recommendations about the effect that this acquisition would have on the access of other postal operators to the postal delivery network of a merged PostNL and Sandd. ACM advised EZK about what access PostNL should offer in order to ensure that the other postal operators, which have a combined market share of 7%, can continue to exist. ACM’s recommendations do not concern any conditions that take away the acquisition’s negative effects that ACM had identified.
