ACM provides additional explanation regarding third-party access to hydrogen terminals

The Netherlands Authority for Consumers and Markets (ACM) has published an updated version of the Q&As explaining the rules regarding third-party access to hydrogen terminals. As the regulator-designate for the hydrogen infrastructure in the Netherlands, ACM believes it is important that the rules regarding third-party access to hydrogen terminals are clear to market participants.

Since ACM presented the publication regarding third-party access to hydrogen terminals in November 2024 on its website, multiple market participants have contacted ACM with new or additional questions regarding third-party access to hydrogen terminals. ACM has now included these additional insights in the Q&As so that other market participants with possibly similar questions, too, are able to take note of them.

Some of the new questions are about the definition of hydrogen terminals and the type of hydrogen network to which terminals are connected, the designation of hydrogen terminal operators, the use of facilities that are also used for other hydrogen carriers, allocating capacity in an objective, transparent, and non-discriminatory manner, offering unused capacity, and the exemption option.
