Letter on legal obligations of number holders and number users

With this letter, OPTA wishes to inform number holders about the most important amendments to the Dutch Telecommunications Act (Telecommunicatiewet), the Regulation on Universal Service and End User Interests (Regeling Universele Dienstverlening en Eindgebruikersbelangen) and the Decision on Universal Service and End Users (Besluit universele dienstverlening en eindgebruikers), which have direct implications for number holders in their capacities as holders of premium-rate or toll-free numbers (090x or 18xy numbers). The aim of the amendments is to protect consumers against possible abuse of paid information numbers by number users, to provide greater tariff (and call charges) transparency for consumers, and to limit wait times when calling premium-rate (0900) numbers in order to reduce consumer dissatisfaction.
