KPN’s free Internet offer for schools complies with telecommunications regulations
The Commission of the Independent Post and Telecommunications Authority (OPTA) does not have any objections to KPN’s offer to install fast Internet connections in schools free of charge. OPTA has come to this conclusion following an investigation which it conducted on its own initiative at the end of September. Based on information which was provided by KPN, amongst others, OPTA has come to the conclusion that under current telecommunications legislation there are no grounds to impose restrictions on KPN in relation to this offer.
At present Parliament is considering a new telecommunications bill. In view of developments in the market, OPTA believes that there is a small chance that there will be a need to impose regulatory measures under the terms of the new telecommunications legislation in relation to school pricing during the three-year term of the offer.
Last week it was revealed in the press, for instance, that nl.tree, Priority Telecom Netherlands B.V. and Easynet Group Nederland B.V. had applied to OPTA to have action taken against KPN in relation to its school offer. Next week these parties will explain their application in greater detail and OPTA will hand down a ruling in these separate proceedings.
