ALL-IP: study NERA

In the issue paper on All-IP dated 22 May 2006 the Commission of OPTA discusses the concept of functional separation, which plays a key role under the terms of the regulatory contract between the regulatory authority, Ofcom, and BT in the United Kingdom, within the context of alternative regulatory models for the transition to next generation networks.

Following up the responses received to the issue paper, the Commission states in its position paper on All-IP of 3 October 2006, that it will be initiating a study of this issue. This document concerns the report that has resulted from this study conducted by NERA.
