OXERA heeft in opdracht van OPTA een analyse gemaakt van de Ex Ante reguleringsinstrumenten onder het nieuwe Europese regelgevend kader voor elektronische communicatie. Hiermee kan OPTA haar intern beleid met betrekking tot het toepassen van de instrumenten bepalen.
