NMa gives green light to model energy contract

The model contract for energy is a clear and easy-to-read contract. Once adopted, it allows consumers to easily compare model contracts of various energy suppliers. The only thing that is different is the price, while all other contract conditions remain the same. This is a comforting thought, particularly to consumers who get somewhat confused by all the different conditions suppliers set, and who find it difficult to compare them. It is this segment of consumers that sees all of those conditions as a barrier to switch suppliers.

By introducing this model contract, the Netherlands Competition Authority (NMa) fulfills its statutory duty to draw up a model contract for energy supply to small-scale users. Chris Fonteijn, Chairman of the Board of the NMa, explains: ‘Energy contracts that are clear and easy to read make it easier for consumers to find the best deal possible.’




The NMa has decided on a model contract that consists of several fixed, pre-determined components, which have been largely standardized, that are sent to consumers in a single package:

  • The confirmation letter, which clearly explains the most important elements of the contract;
  • The conditions of the model contract, with all model contracts containing the same information and in the exact same order;
  • The General Conditions, completely in accordance with the model conditions of Dutch energy industry association Energie-Nederland;
  • The applicable tariffs;
  • The quality standards and the service conditions.

Tariffs can only be adjusted twice per year, on January 1 and July 1. Price adjustments must be announced at least one week in advance. Contracts may be terminated at all times with a notice of 30 days at the most.




As requested by the NMa, the trade association of the Dutch energy industry, Energie Nederland, developed the model contract. It had put forward a draft version first, which was subsequently approved by the NMa after a consultation round. The model contract will be adopted by all suppliers on July 1. All other types of contracts will continue to be offered next to the model contract.
