Regulators and Market Parties Join Forces for North West European Gas Market

The energy regulators from the regions of North West Europe (the Netherlands, Belgium, France, Great Britain and Ireland) and North Europe (the Netherlands, Denmark and Sweden) have drawn up a list of actions necessary to realising a North West European gas market.

The project is part of the 'Gas Regional Initiative' of ERGEG, the European Regulators Group for Electricity and Gas. In their first RCC (Regional Coordination Committee), regulators from both regions have listed a number of priorities which in their view require action. The most eye-catching are:

  • Transparency: facilitation of market information
  • Efficient trade of gas between 'hubs' (including liquidity)
  • Access to primary capacity and the advancement of efficient investments in primary network capacity

The choice of priorities, accompanying action plans and the implementation thereof, will be made in close cooperation with the European Commission, various Ministeries, network companies and other relevant (market)parties. The Director of the regulating authority for the Dutch energy market (DTe, part of the Netherlands Competition Authority) acts as Chairman for both regions and has now invited all relevant regional network companies, exchanges and interconnector and storage operators for an initial meeting of the Implementation Group (IG), which will take place in The Hague on 18 July 2006. In early October, remaining market parties will subsequently be invited to offer advice on the chosen priorities and accompanying plans for action.

In addition to North West and North Europe, regulators and market parties from the regions of South Europe and South East Europe, are also working on the identification and removal of barriers with a view to realising one European gas market.
