Henk Don will be vice-chair of BEREC in 2016

From January 1, 2016, Henk Don will, on behalf of the Netherlands Authority for Consumers and Markets (ACM), be one of the four vice-chairs of BEREC and of the IRG (telecom). The Chair will be Wilhelm Eschweiler of the German Bundesnetzagentur (BnetzA). BEREC is the European collaboration of telecommunication regulators.

Henk Don is a Member of the Board of ACM, and his portfolio includes telecommunications, transport, energy and postal services. Mr. Don comments: ā€œIā€™m delighted with this appointment as vice-chair. It is a perfect opportunity to take part in the European discussion on topics that ACM considers to be important. In a world where digitization and online consumers play an increasingly prominent role, having a telecommunication market that is easily accessible is of the utmost importance. Our particular attention focuses on net neutrality and the revision of the European telecom framework.ā€

2016 will be an important year for BEREC, as it needs to draw up guidelines for the European net neutrality before September 2016. In those guidelines, the recently adopted European regulation on net neutrality must be fleshed out in greater detail. In that context, the basic principle is that the aim of net neutrality is to safeguard the freedoms of choice and expression of end-users on the Internet.

In 2016, the European Commission will come up with proposals for updating the European telecom framework. As part of that revision, some of the questions that will be tackled include: to what services will the telecom rules apply? What will market regulation look like in the future? BEREC will provide the Commission with advice.
