The Netherlands Authority for Consumers and Markets (ACM) has carried out a study into the market for IP interconnection in the Netherlands, the risk for anti-competitive problems in that market, and what the options are to address those problems. ACM has established that the risk for anti-competitive problems is small, and ACM expects that any problems that may arise can be addressed.
ACM has conducted this study at the request of the Dutch Ministry of Economic Affairs. For both the Ministry and ACM, the study helps in putting together a more complete picture of the dynamics in the Internet value web.
As part of the study, ACM performed a literature review. In addition, it held interviews with various actors and experts. Finally, it put out its draft report for public consultation.
