Response by BP on the Open Letter consultation on the congestion management on the BBL gas pipeline between the Netherlands and GB.
The Open Letter focused solely on whether oversubscription and buy back (OSBB) or firm day-ahead use it or lose it (FDA UIOLI) should be the primary CMP mechanism implemented. These mechanisms are part of the congestion management procedures (CMP) in the European Regulation 715/2009.
