Park Residence Tergouw makes commitment to ACM to resolve its problems with its electricity and natural-gas networks

Residence Tergouw B.V. in the eastern Dutch town of Oosterhout (near the city of Nijmegen) will ensure that system operator Liander is able to build a new grid and natural-gas network on the premises of the former holiday park as soon as possible. That is what the company has committed to the Netherlands Authority for Consumers and Markets (ACM). In December 2025, ACM took enforcement action against Tergouw, prompted by complaints filed by residents about the electricity and natural-gas networks at the park.
ACM’s investigation revealed that Tergouw’s administrative system did not comply with the statutory requirements. As a result, it was unclear what residents of the park have to pay for the operation of the networks. That is why ACM imposed on Tergouw an order subject to periodic penalty payments of 300,000 euros. Tergouw has since separated its bookkeeping for natural gas and electricity from the rest of its administrative system. As a result, Tergouw complies with the imposed order as of May 15, 2026.
As Tergouw owns the electricity and natural-gas networks at the park and also supplies natural gas and electricity to residents, Tergouw must also comply with all other statutory requirements that apply to system operators and energy suppliers. Alternatively, Tergouw can choose to enable system operator Liander to build a new grid and natural-gas network on the premises. Residents are then able to take out a supply contract with an energy provider themselves. Tergouw has committed to ACM that the company will now do everything in its power to ensure that Liander is able to build the new grid and natural-gas network on the park as soon as possible.
For the foreseeable future, ACM sees to it that Tergouw complies with this commitment, so that the residents’ problems will be resolved now as soon as possible. If Tergouw fails to do so, ACM will take enforcement action after all against the supply of natural gas and electricity without a license.
