Draft code amendment decision regarding the adjustment of the interruptible-capacity discount
The Netherlands Authority for Consumers and Markets (ACM) has drawn up a draft decision regarding an amendment to the level of the discount percentages for interruptible capacity in the Tariff Code for natural gas. The amended discount percentages follow from the fact that, in its calculations thereof, ACM takes into consideration recent interruptions.
What is the purpose of the draft decision?
With this code amendment decision, ACM implements the consultation requirement laid down in Article 28 of the NC-TAR. This article mandates ACM to hold a consultation each year about the level of the multipliers, the level of the seasonal factors, the level of the discount for entry points of LNG-facilities, and the level of the interruptible-capacity discount. With this decision, ACM amends the level of the interruptible-capacity discount.
What is the content of the draft decision?
With this decision, ACM sets the discount percentages for interruptible capacity on the basis of the calculated probability of interruption for each entry and exit point. Also, when setting these percentages, ACM distinguishes between discounts for interruptible entry-capacity products and for interruptible exit-capacity products, where the realized interruptions give reason to do so.
The discount for a specific network point reflects the probability of interruption at that specific point.
