Code amendment regarding the discount for interruptible discount and corrections to the code transition

The Netherlands Authority for Consumers and Markets (ACM) has drawn up a decision for amending the discount percentages for interruptible capacity and LNG facilities in the Tariff Code for natural gas TSB. The amended discount percentages follow from the fact that, in the calculation thereof, ACM took into account recent interruptions. With this decision, ACM also corrects several omissions in the Transport Code for natural gas TSB, in connection with the code transition.

What is the purpose of the decision?

With this code amendment decision, ACM fulfills the consultation requirement laid down in Article 28 NC-TAR. This article mandates that, each year, ACM consults on the multipliers, seasonal factors, the discount for LNG facilities, and the discount for interruptible capacity. With the decision, ACM amends the level of the Met discount percentages for interruptible capacity and for LNG facilities. ACM proposes to leave the multipliers, seasonal factors, and the discount for LNG facilities unchanged.

What does the decision entail?

With this decision, ACM sets multiple discount percentages for interruptible capacity on the basis of the calculated interruption probability for each entry and exit point. Also, when setting these percentages, ACM distinguishes between discounts for interruptible entry-capacity products and for interruptible exit-capacity products, where the realized interruptions give reason for doing so.

The discount for a specific network point must reflect the probability of interruption at that specific point .

In addition, on the basis of the NC-TAR, ACM amends the discount percentages for LNG facilities. This discount is set at 0%.

If there are differences between the Dutch version and the English version, the Dutch version will prevail.
