ACM sets 2027 maximum tariffs for the transmission of natural gas
The Netherlands Authority for Consumers and Markets (ACM) has set the 2027 maximum tariffs for Dutch transmission system operator for natural gas Gasunie Transport Services B.V. (GTS) regarding the transmission of natural gas. With this decision, ACM follows the tariff proposal submitted by GTS to ACM in March 2026.
GTS is the only provider of transmission capacity for natural gas. That is why GTS’s tariffs are statutorily regulated. GTS cannot charge network users more than its efficient costs for transmission, plus a reasonable profit margin. ACM conducts oversight over both tariff components.
GTS’s exit tariffs in 2027 will go up four percent compared with the 2026 tariffs, while the
entry tariffs will go down four percent. As a result, there is no significant increase in the tariffs in 2026. The entry tariff applies to market participants that feed natural gas into the network, for example at import points or production facilities. The exit tariff applies to market participants that extract natural gas from the network, such as large industrial users, power plants, or distribution system operators.
The decision regarding GTS’s tariffs is the first tariff decision that is taken on the basis of the new regulatory method for 2027-2031.
Tariffs will not go up significantly this year. This is an exception to recent years, where tariffs went up sharply. As more and more households and businesses switch from natural gas to sustainably generated electricity, the costs for the natural-gas networks must be borne by an increasingly smaller group of network users. For the foreseeable future, these costs will go down only slightly or even not at all. That is why ACM foresees that the tariffs will continue to go up in the coming years. ACM sees that network users have concerns about this, too. This summer, ACM will publish a paper with scenarios and an analysis of this problem.
