ACM sets 2025 tariffs for distribution system operators and TenneT
The Netherlands Authority for Consumers and Markets (ACM) has set the tariffs for the Dutch distribution system operators (DSOs) and Dutch transmission system operator (TSO) TenneT (operator of the national high-voltage grid) for the year 2025. The tariffs that businesses and households pay in 2025 for the transport of electricity and natural gas go up approximately 11 percent. For an average household, that comes down to an increase of approximately 60 euros per year (including VAT). That corresponds to the increase that ACM already predicted in mid-September.
In 2025, all users of the distribution systems for electricity and natural gas pay a total of 7.9 billion euros in transport costs. Users of TenneT’s high-voltage grid and extra-high-voltage grid pay in 2025 approximately 2.6 billion euros.
The tariffs go up because system operators need to make major investments in grid upgrades and grid expansions. In order to achieve the climate goals, many businesses and households are switching from fossil fuels to electricity generated from sustainable sources. As a consequence, more and more electricity needs to be transported. TSO TenneT also needs to make major investments in the off-shore grid.
Each year, ACM sets the tariffs of system operators on the basis of the system operators’ tariff proposals. ACM ensures that system operators have sufficient revenues for maintenance, depreciation, cost of capital, and investments. In that context, ACM ensures that the tariffs of system operators are not higher than necessary. The basic principle is that grid users pay for the costs that they create. In that way, the total costs are distributed fairly among all users. Not only is that fair, it is also transparent and efficient.
