ACM appoints Bart Broers as Director of Information and Digital Services Department & CIO

As of January 1, 2026, Bart Broers has been appointed as Director of the Information and Digital Services Department and CIO at the Netherlands Authority for Consumers and Markets (ACM). The new Information and Digital Services Department (in Dutch: directie i-Domein) will ensure reliable and secure digital workspaces, and is responsible for all duties related to the digital information services domain, including IT management, application development, information management, architecture, information security, as well as fulfilling the CIO’s role. In addition, Mr. Broers will, as one of its directors, help the organization continue to evolve. At the heart of that process is ACM’s further evolution into a mission-driven, authoritative, and agile regulator.

Martijn Ridderbos, Member of the Board of ACM, adds: “With the formal appointment of Bart Broers as Director of the Information and Digital Services Department and as CIO, ACM is building on the information-services foundation that we have already laid down together. Mr. Broers adds: “I’m delighted to be able to continue on the journey that we started, together with my fantastic colleagues, both those in the Information and Digital Services Department as well as all other colleagues. From my previous experience in regulation, for example in health care and energy, I know first-hand the value and potential that IT and information services can have for ACM’s important work. The digital transformation that is needed in 2026 requires even more from ACM, and is essential for enhancing ACM’s innovativeness and resilience, as well as that of the Dutch government in a broader sense. I’m ready to continue giving it my all in order to achieve that.”

Since the fall of 2024, Mr. Broers had been the Director of the i-Domain program department / CIO, and had already been responsible for the integration of ACM’s IT and information services units. Prior to that, he was Director of ACM’s Health Care Department. He also held various director and managerial positions in different organizations, including ACM, VU University Amsterdam / VU Medical Center, and one of ACM’s predecessors, the Netherlands Competition Authority (NMa). Mr. Broers studied physics at Leiden University, and in 1994, he received a PhD in physics. In 2001, while working for Shell, he obtained an MBA from the Rotterdam School of Management.

The appointment to this position was made through the general procedure for positions offered by the Dutch Senior Civil Service (ABD). The candidate was already working in the i-Domain program department, and, considering the profile, the task at hand, as well as the organizational context that was needed, it was decided not to create a job opening for this position.
