Brief overview of topics discussed during the DSA Chamber meeting on June 25, 2026

The members of the DSA Chamber (in Dutch: DSA Kamer), a collaboration platform between twelve Dutch authorities (in Dutch) in the context of the Digital Services Act (DSA), met on June 25 to jointly discuss the current developments in the enforcement of the DSA.

Among other topics, discussions were held on ads for illegal products or services that appear on social media. The Netherlands Gambling Authority (KSA) determined that many ads for illegal gambling websites are run on social media. Also, the Netherlands Food and Consumer Product Safety Authority (NVWA), the Dutch Authority for the Financial Markets (AFM), and the Health and Youth Care Inspectorate (IGJ) frequently deal with ads for illegal products. Digital advertising infrastructures allow providers of illegal products, fake online stores, fraudulent offerings and false claims to spread quickly and on a large scale, with risks to consumers as well as to their trust in online information. The KSA, NVWA, and IGJ will jointly identify the lessons learned for effective cooperation on these issues.

Another topic of discusson was the Dutch Media Authority (CvdM)’s report ‘Toward democratic, healthy feeds’ (in Dutch: Naar democratisch gezonde feeds). The report focuses on recommendation algorithms on social media, and what impact they might have on the functioning of democracy. Research shows that the algorithms can have a steering effect on how opinions and perceptions are formed. Discussions were held on how the DSA could be used to promote healthy feeds and what types of collaborations would be suitable for that, among other topics. ACM, the Dutch Data Protection Authority (AP), and the Dutch Media Authority (CvdM) will jointly explore what research directions, experiences and possible findings can be shared. Where relevant, The European Commission will also be involved.

Finally, the DSA Chamber discussed the website “Motherless”. This website was found to contain content depicting sexual abuse of women and children. The website is hosted by Nforce, a hosting company established in the Netherlands. All members of the DSA Chamber emphasize the seriousness of the distribution of content depicting abuse and sexually explicit images without consent. Individual illegal content can be tackled by the authorities, but solving the problem structurally is more complicated in practice. The authorities involved (the Dutch Police, the Dutch Public Prosecution Service (OM), ACM, AP, and the Netherlands Authority for the Prevention of Online Terrorist Content and Child Pornography (ATKM)) will assess as soon as possible how their collaboration can be streamlined in order to deal with this specific case and similar problems in an effective manner.
