ACM Telecom Monitor for Q3 2025: significant increase in mobile-data consumption in Q3 too

In the third quarter of 2025, all Dutch consumers combined consumed as much as 817 million gigabytes of mobile data, which is an increase of almost 14 percent compared with the second quarter of this year, which already saw a significant increase (16 percent). The other trends continue as well. These are some of the conclusions of the most recent Telecom Monitor of the Netherlands Authority for Consumers and Markets (ACM), which was published on 18 December.

The Telecom Monitor also reveals that 8.72 million fiber-optic connections have been realized by now, and that plans have been taken out at 3.41 million addresses. This means that the number of subscribers went up 1.5 percent, which is lower than the growth in the second quarter (+2.7 percent). The trend of faster broadband also continues. The majority of these households (74.4 percent) have subscriptions with download speeds between 100 and 1,000 Mbps. The percentage of households that have subscriptions with very high download speeds (more than 1 Gbps) went up slightly to 16.5 percent. The rest is in the lower-speed segment (less than 100 Mbps). The number of households with copper connections continues to go down, and sits at 1.37 million active subscriptions in the third quarter. KPN and VodafoneZiggo continue to dominate the broadband market, with both having a market share of 35-40 percent.

Peak in mobile data

Mobile-data consumption again reached a new peak: 817 million gigabytes. While the number of voice calls and text messages slightly went up in the previous quarter, it went down again in the third quarter. Telecom operators KPN and Odido continue to be market leaders on the mobile market. Fixed telephony lost ground again. In the second quarter of 2025, 3.82 million households and businesses had landlines, while this number dropped to 3.72 million in the third quarter.

Market investigation into the fixed broadband market

In January 2026, ACM also publishes its market investigation into the Dutch fixed broadband market. This is the follow-up to the previous Market Scan, which revealed that consumers with broadband plans in the lowest download-speed category (below 100 Mbps) paid, on average, more than households with plans in the higher download-speed categories.
