Code amendment decision for the implementation of NC TAR 2024

The Netherlands Authority for Consumers and Markets (ACM) has published a final decision to amend the Network Code Tariffs for Gas (NC-TAR). This decision deals with how the tariffs for national gas transmission should be allocated over the next few coming years.

Under the European NC-TAR Regulation, ACM must evaluate how it allocates rural gas transport tariffs among users at least every 5 years. ACM therefore entered into discussions with various interest groups, and reached an agreement on this code change. This decision follows from this agreement on the allocation of national gas tariffs.

What does the decision contain?

With this decision, ACM establishes rules on and requirements for how entry and exit tariffs are derived from a transmission system operator's allowed revenues for gas. This code amendment decision reviews several components of the NC-TAR, such as multipliers and seasonal factors, discounts for gas storage, interruptible capacity and entry points of LNG facilities, in consultation with market participants.
