Guide on Rail-related services and service facilities

ACM enforces compliance with the Dutch Railway Act. This act contains obligations for operators of certain facilities that are related to rail transport, such as train maintenance workshops, port terminals, and passenger stations. These facilities and the services supplied in them are called 'rail-related services and service facilities'.

New rules

From 1 June 2019, new additional rules will apply to operators of rail-related services and service facilities. To promote the implementation of these rules, ACM in December 2018 issued a guide. At the request of several market participants, this guide has now been translated into English.
The guide contains a summary of the relevant regulations. In addition, ACM provides details on a number of aspects of the regulations on how these are actually implemented.

Invitation to comment

The guide (in English) can be found below. Market participants for which these regulations are of importance have the opportunity to comment on the substance of the guide. ACM is particularly interested in your opinions about its more detailed interpretation of certain elements of the rules. ACM also welcomes your ideas about the feasibility of the regulations.

ACM will take into account all comments when continuing designing its regulatory framework. In the first half of 2019, ACM will continue to do so. That is why it would be useful if ACM received your comments as soon as possible. ACM may draw up policy rules in the near future.
