Draft version of market analysis decision on access to fixed telecom networks (Wholesale Fixed Access)

KPN and VodafoneZiggo must grant competitors access to their fixed telecom networks. ACM proposes this in the draft market analysis decision on Fixed Access (WFA). This will solve competition problems that are the result of the collective dominance of KPN and VodafoneZiggo on the market for wholesale fixed access.

If alternative providers buy access to these networks, more competition on the retail markets for broadband access (including packages that include such access) and business network services will be created. Consumers and businesses will then have more providers to choose from, besides just KPN and VodafoneZiggo. Furthermore, this competition will result in lower prices, more innovation, and better service.

Stakeholders have until April 10, 2018 to submit their opinions about the draft market analysis decision. ACM will subsequently submit a revised draft decision to the European Commission. ACM aims for the decision to come into force in the summer of 2018.
